Australians to go to the polls on Sept. 7

CANBERRA, Australia (AP) ? Prime Minister Kevin Rudd called an election on Sept. 7 and said Sunday that it will be fought over who can be trusted to manage the Australian economy as it transitions from a decade-old mining boom fed by Chinese industrial demand that is now fading.

In starting the five-week election campaign, Rudd said the economy can no longer rely on Chinese demand for iron ore and coal that made the country one of the few wealthy nations to avoid a recession during the global economic downturn.

"The boom, of course, has fuelled so much of our nation's wealth," he told reporters at Parliament House. "That boom is over."

"Who do the Australian people trust to best lead them through the new economic challenges that lie ahead?" he asked.

Rudd conceded that his center-left Labor Party was the underdog, saying his advisers had told him that if the election had been held this weekend, his government would have lost.

But opinion polls also show that more voters prefer Rudd as prime minister than opposition leader Tony Abbott.

The latest economic figures show the trend, with the Treasury Department on Friday raising its estimated deficit for the current fiscal year to 30.1 billion Australian dollars ($26.8 billion) due to the mining slowdown. The new forecast for the year ending June 30, 2014, reveals a substantial deterioration in Australia's finances since May, when the department forecast a deficit of AU$18 billion.

The government also announced a AU$33.3 billion shortfall in the revenue forecast over the next four years ? a deterioration of about AU$3 billion a week since the May forecast.

Rudd said Sunday that the date meant he would not attend the G20 meeting in Russia that week, but Australia would likely be represented by Foreign Minister Bob Carr.

TORONTO ? The focus on earnings moves to the financial sector this week as traders wait for reports from insurance giants Manulife Financial Corp. (TSX:MFC) and Sun Life Financial Inc. (TSX:SLF).

The Toronto market ended the week with a modest loss of 45 points or 0.35 per cent following the release of a slew of earnings from corporate Canada, particularly from the resource sector. The materials sector was the biggest drag after fertilizer producers PotashCorp of Saskatchewan (TSX:POT) and Agrium (TSX:AGU) racked up huge losses after Russian producer Uralkali opted to break up a powerful cartel. The move raised concerns that potash prices could fall by around 25 per cent.

The reports, Sun Life on Wednesday and Manulife on Thursday, come at a time when both stocks are trading close to their 52-week highs. Sun Life has risen 62 per cent from its 52-week low to $33.95 while Manulife has surged 81 per cent from its low for the year to $18.74.

?(You) couldn?t give them away last year,? said Chris King, portfolio manager at Morgan, Meighen and Associates.

?We?ve gone from a significant price to book value discount to trading at an appropriate multiple probably for a company of this complexity and style. But it reflects optimism in the sector obviously.?

These insurers and others have been hit with a double-whammy that has affected earnings and stock ever since the financial collapse of 2008 ? anaemic stock market returns and interest rates close to zero.

But 2013 has proved to be the turnaround year as three waves of stimulus by the U.S. Federal Reserve have sparked a stock market rally that has seen the Dow industrials up about 20 per cent year to date.

And long-term rates are headed higher with the benchmark 10-year U.S. Treasury sitting at around 2.6 per cent, a full point higher than where it was at the beginning of May.

It was later that month when Fed chairman Ben Bernanke first raised the possibility that the central bank will ease up on a key element of stimulus, its monthly US$85 billion of bond purchases.

King pointed out that insurers have benefited from a generally improving global economy and a recovering U.S. housing market.

?A better economy ergo produces more people hiring, more premiums, people adding life insurance,? he said.

?And as you write more mortgages, you put more life insurance on them.?

At the same time, King said he is concerned that market expectations may have slightly exceeded what they will deliver in the earnings for the second quarter.

At Sun Life Financial, analysts are looking for 67 cents per share of adjusted earnings, compared with 64 cents a year earlier.

Manulife Financial is expected to post 34 cents per share of adjusted earnings, compared with 31 cents a year earlier.

In addition to these earnings, a number of Canadian corporate heavyweights will also be reporting this week including movie theatre operator Cineplex (TSX:CGS), coffee chain Tim Hortons, Telecom giants BCE Inc. (TSX:BCE) and Telus (TSX:T), along with fertilizer company Agrium (TSX:AGU).

Meanwhile, there is little in the way of U.S. economic news this week, but traders will look to the latest Canadian job creation figures at the end of the week.

Economists expect Statistics Canada to report on Friday that about 10,000 jobs were created during July after a near-flat reading in June.

?While July benefitted from a bounce-back in activity with the end of the Quebec construction strike and post-Alberta flood cleanup, it?s not clear those factors had a meaningful impact on hiring figures,? said CIBC World Markets economist Emanuella Enenajor, who is looking for a higher job creation figure than the consensus.

?But recent resilient activity in construction and retailing may have contributed to a 15,000 increase in employment.?

Traders will also look to June merchandise trade figures and housing starts data.

In the U.S., the Institute for Supply Management hands in its July survey on the non-manufacturing sector on Monday.

Gender earnings equality inches forward, but why hasn't policy kept ...

Gender equalitySlowly but surely, the persistent inequality in earnings between men and women is declining.

It is an established fact that there is little gender gap in pay for those in their mid to late-twenties, but that childbirth and the career break that often follows it drags the earnings of women down compared to males of a similar age.

This ?motherhood pay penalty? has a negative impact on family living standards, as well as highlighting the low level of policy support we offer families, and mothers in particular, to reduce the barriers to work following childbirth.

But even among families with children, the status quo is shifting. New research by IPPR published today shows that since the late 1990s, a million more British mothers are earning half or more of family earnings. All in all, around a third of mothers are now the main breadwinner in their family, up from less than a quarter a decade and a half ago.

Women are both earning more and working more, with the gap in hours worked and hourly wages of mothers and fathers shrinking considerably.

What is driving this change? Partly it reflects the gap in overall employment rates, which remains large but has shrunk enormously over recent decades. There are more opportunities for women to work and they face less workplace discrimination than in the past.

At the same time, men are performing worse in the labour market than ever before, partly caused by de-industrialisation and the shift to a service economy.

More fundamentally, an enormous cultural shift has taken place; gender roles at home and at work have started to break down, with the outdated model of a male breadwinner and female home-maker no longer representative of the lived family experience of most people.

While this change has taken place across different family types, persistent gaps still remain between groups, with some families being left behind in this shift. Fewer younger mothers, those with low or no qualifications, and those from an ethnic minority background are breadwinning as compared to older, highly-skilled white mothers.

This is unlikely to be solely caused by some groups of mothers preferring to stay at home than work, the danger is rather that for some, real choice in family preferences for work and care is being held back by external factors.

One of the biggest disparities is between families with a youngest child of different ages. In the latest year for which we have data, over a third of mothers with school-age children are earning the majority of family income, up from around 23 per cent in the late 1990s. On the other hand, only around 21 per cent of mothers of pre-school children are breadwinning.

What this points towards is the established fact that some of the greatest barriers to maternal employment and therefore higher family earnings, living standards, and reduced poverty risk, are faced in the early years following childbirth.

While the proportion of mothers breadwinning in families with pre-school children has risen since the 1990s, what is worrying is the fact that policy seems to be moving in the opposite direction. While mothers are going out to work in greater numbers, in many areas policy assumes that a mother?s place is in the home.

The structure of parental leave in the UK is geared towards fathers taking a much smaller role in caring for new-borns than mothers, meaning it is the woman who is more likely to lose their attachment to the labour market following childbirth. Inequality in access to high quality flexible working also means many mothers face few options in the labour market beyond low-paid, low-skilled part-time work.

The lack of a comprehensive system of universal affordable childcare, combined with the high and growing cost of private provision, means that for many families work simply does not pay. And the shift to universal credit will generate all sorts of perverse incentives for mothers in couples to remain out of work rather than re-join the labour market.

In this context talk of a married couples tax allowance seems woefully antiquated, going against the grain of the changing experience of most families.

By not acknowledging in policy terms the fundamental shift taking place in families? preferences and attitudes towards work, we risk holding mothers and families back.

Having more families with all parents in work is a good thing, alleviating child poverty, raising living standards, reducing gender inequality and ensuring greater long-term stability in the public finances. And the data suggests that more and more families are actively choosing to combine care and work.

But to continue this trend requires policy to actively support families decision to work, rather than close down opportunities to make real choices about work and care.

After fee negotiations failed between Time Warner Cable and CBS, the cable provider on Friday blacked out the network for customers in New York, Los Angeles, Dallas, Boston, Detroit, Chicago, Denver and Pittsburgh at 5 p.m. ET.

"We agreed to an extension on Tuesday morning with the expectation that we would engage in a meaningful negotiation with CBS. Since then, CBS has refused to have a productive discussion," the company said in a statement. "It's become clear that no matter how much time we give them, they're not willing to come to reasonable terms. We thank our customers for their patience and support as we continue to fight hard to keep their prices down."

CBS claims in its own statement that Time Warner Cable "has conducted negotiations in a combative and non-productive spirit, indulging in pointless brinksmanship and distorted public positioning ? such as the fictional and ridiculous 600 percent increase CBS supposedly demanded ? while maintaining antiquated positions no longer held by any other programming distributor in the business."

The network insists it wants only "fair compensation for the most-watched television network with the most popular content in the world."?

"Big Brother" and "Under the Dome" are two of the network's big summer hits that TWC subscribers in the affected cities will not be able to to watch during the blackout. The network is also home to megahits "The Big Bang Theory," "NCIS," "Two and a Half Men" and more.?

Because of the TWC blackout, CBS said that the cable provider's subscribers will miss the World Golf Championships featuring Tiger Woods on Aug. 3, and the PGA Championship, which kicks off Aug. 8.

Subscribers in New York, Los Angeles and Dallas will also be missing various baseball and football events in August.

Showtime, which is also owned by CBS, is blacked out as well.

The premium cable network said in a statement that Time Warner Cable's move was "completely unnecessary" and "totally punitive to our subscribers." Showtime also noted that it had agreed to allow the cable provider to continue carrying the premium network while negotiations were ongoing, and is "deeply disappointed" by the decision.

On Demand content from CBS, The Movie Channel, Flix and Smithsonian Channel will also be unavailable during the blackout. TWC said on its website that "as a courtesy," it is providing Showtime subscribers with Starz temporarily, and The Movie Channel subscribers with Encore.

TWC subscribers in the affected areas who have TV antennae and digital tuners should be able to get the CBS signal from their local stations.

CBS said in its statement that it hopes the blackout will be short-lived, but it is unclear how long it will last.

Denzel Washington Turned Down Small Role In 'Fast & Furious 7'

During a longwinded, occasionally entertaining rant about how studios can't seem to formulate new intellectual properties, Deadline's Mike Fleming, Jr. let some biggish news slip: Denzel Washington, who can be seen in this weekend's oddly satisfying shoot 'em up "2 Guns," turned down a "small role" in the next 'Fast and Furious' movie (currently titled "Fast & Furious 7"), to be directed by James Wan ("The Conjuring," "Insidious: Chapter 2"). No details on who Denzel would have played or why he turned down the role, but Fleming is still hopeful that a major star can fill the void before Wan starts shooting. Considering Universal has already set a July 6th, 2014 date for "Fast & Furious 7," they'd better hurry up and find someone.

There are a lot of question marks surrounding "Fast & Furious 7," which doesn't even have a definitive lockdown of the cast (although series mainstay Vin Diesel has been tweeting about it since the spring). Dwayne Johnson, who has become a highlight since joining the series from "Fast Five" on, says that he won't be back due to scheduling conflicts with his forthcoming "Hercules: The Thracian Wars" (are they really going to call it that?), but we wouldn't rule him out just yet. These movies seem to exist in their own pocket universe, where scheduling conflicts don't exist and airport runways stretch on for miles. Jason Statham will be around as the villain, teased in a mid-credits cookie during "Fast & Furious 6" and we assume most of the principles will be back because, well, what else do Michelle Rodriguez or Paul Walker really have going on?? ? ?

We look forward to hearing about what character Washington would have played (and who they woo to replace him). If anything, the critical and commercial success of "The Conjuring" showed what a world-class filmmaker Wan has become, and whatever he chooses to do next is an incredibly exciting proposition. He's hoping he brings a decidedly old school flavor back to the franchise.

The Live-Action Akira Is Back in Development

Warner Bros. shut down its live-action Akira adaptation early last year due to concerns over the script and budget, but it is now back on, Variety has learned. Jaume Collet-Serra is in talks to helm the movie. Again.

Before its collapse back in 2012, the movie had a $90 million budget with Garrett Hedlund attached to play the title character. Ken Watanabe, Helena Bonham Carter, and Kristen Stewart were in various stages of negotiation. Collet-Serra was attached to direct.

According to The Hollywood Reporter, WB wanted the budget to be in the $60-$70 million range, although another source had said it was actually problems with the script that had halted the production and the budget would still remain in the $90 million range.

Collet-Serra, along with producers Andrew Lazar and Jennifer Kiloran Davisson, tried to modify the script to meet WB's requirements, but to no avail. The director eventually left to direct Liam Neeson in the thriller Non-Stop, which will be release on February 28, 2014.

Before restarting talks with Collet-Serra, WB had considered other directors like Henry Joost and Ariel Schulman, but the studio determined it liked Collet-Serra's vision of the movie the best. More importantly, Collet-Serra supposedly found a way to make the movie that would meet WB's new budget, which is unknown at the moment.

Akira will begin production in spring 2014 after Collet-Serra is done with the Liam Neeson crime pic Run All Night. It's unknown whether or not Hedlund is still attached to star.

Bank of America app updated with send and receive money, new payment tools

Users can now pay credit card bills with external checking accounts and manage Bill Pay.

The Bank of America app for Android phones has been updated with a few very important features. Users can now make credit card payments using checking accounts at other banks, as long as the external accounts have already been set up using Online Banking (accessible using any web browser -- such as Google Chrome).

The BofA app also gains the ability to add, edit and delete Bill Pay accounts. Money can now be sent through the app using an email address or phone number, with users being able to add their own email address or phone number to receive money. Finally, Platinum Privileges clients get their very own Call Me Now feature as well.

Twitter CEO and Michigan Booster Dick Costolo Commits NCAA Violation on Twitter

As the CEO of Twitter,?Dick Costolo has played a central role in the platform's success, which is?a major reason why social media has become so popular.?It's popular enough, in fact,?that the NCAA has made certain conduct on its airwaves impermissible for boosters of college programs.

Regarding that last part, it appears Costolo didn't get the memo.

Class of 2015 wide receiver George Campbell, a 5-star prospect, committed to Michigan on Saturday, prompting Class of 2014 commit Wilton Speight to congratulate him on Twitter.

Seeing this activity, Costolo,?a Michigan booster who spoke at the school's spring 2013 commencement, couldn't contain himself and sent this innocuous-looking tweet:

The problem? Doing so was actually a minor NCAA violation. As CBS Sports' Tom Fornelli explains:

According to?one of the roughly billion rules the NCAA has, a booster is not allowed to contact a recruit until after the recruit has signed his letter of intent with the school. Not in person, not on the phone and not on social media.

The irony is too poetic not to acknowledge. It's?a far-less-tragic version of Jimi Heselden, the owner of Segway Inc., who died after driving his Segway off a cliff; or perhaps more like a?friend of mine,?who never accepted his job offer with Google because Gmail spammed his acceptance email.

As far as?repercussions?are concerned?well, there shouldn't be any big ones. Boosters have done bigger, badder, drastically more wicked things to attract recruits.?Costolo isn't Nevin Shaprio or Ed Martin; he isn't (as far as anyone knows) paying or bribing high-schoolers to come play for Michigan.

He's just a guy who runs Twitter who missed a memo on how to use his product.

Tree loss slows in African rainforest

Tree loss in one of the world's largest rainforests has slowed, a study suggests.

Satellite images of Africa's Congo Basin reveal that deforestation has fallen by about a third since 2000.

Researchers believe this is partly because of a focus on mining and oil rather than commercial agriculture, where swathes of forest are cleared.

The work is published in the Philosophical Transactions of the Royal Society B.

It is part of a series that is examining the state of Africa's forests.

Dr Simon Lewis, from the University of Leeds and University College London, said: "Most of the focus has been on the Amazon and on South East Asian tropical rainforests, and a big bit of the missing picture is what is going on the Congo Basin in Central Africa.

"We really wanted to pull together information about this amazing region that we know very little about."

Bigger trees

Sprawling across the heart of Africa, the Congo Basin rainforest is second only to the Amazon in size. It covers nearly 2 million sq km (800,000 sq miles).

This latest study reveals that it is in far better health than expected.

Images taken from space allowed researchers to track how the dense foliage was changing over time.

They found that during the 1990s nearly 3,000 sq km (1,000 sq miles) of forest were being felled each year.

But from 2000 to 2010, the rate of deforestation had slowed. Fewer than 2,000 sq km (700 sq miles) of rainforest were lost every year.

"The results were surprising," Dr Lewis told BBC News.

"This is partly because there is a network of protected areas. But it is also because of a lack of expansion from agriculture, and the way these [central African] countries have organised their economies.

"They are very dependent on oil sales and also minerals from mining, and they are investing in that and not investing so much in agricultural expansion."

Another study published in the same journal highlighted the differences between trees in the Congo Basin and those found elsewhere around the world.

Measurements of 130,000 trees show that African species were on average much larger in stature than those in the Amazon. As a result, scientists believe that the Congo Basin stores more carbon, acting as a carbon sink.

Losing parts of the rainforest would have an impact on climate change, biodiversity and the communities that depend on the environment, said Dr Lewis.

He said that Africa's rainforest was at a pivotal point.

Logging could continue to fall because of schemes such as the United Nations' Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (REDD) that offer financial incentives to keep forests intact.

"But on the other side, the big increase in human population and the rise in living standards globally means we may need more agricultural commodities... It could go the other way and go much more like South East Asia or the Amazon and see the expansion of commercial agriculture," explained Dr Lewis.

In game No. 3, against Toronto, McLemore gained some of his confidence back, going off for 26 points on 8-of-14 shooting.

The very next day he went 0-of-8 from the floor, thinking before shooting while looking unsure of himself.

To cap off his first Summer League, McLemore then exploded for 27 points and nine boards in game No. 5.

Overall, I took this as a learning experience and a positive sign moving forward. McLemore was actually creating shots for himself and separating on the perimeter?he just wasn't connecting.?

We saw what happens when he does connect. McLemore dropped 19 in the third quarter alone against Toronto.?

McLemore's success in the pros will be linked to his confidence. He's got to find a way to keep it even when the ball isn't dropping.

Lawyers see a lot of opportunity in Detroit bankruptcy - The Oakland ...

With more than $18 billion at stake in Detroit's restructuring, big law firms and other advisers are clamoring to represent the city's many creditors - including some advisers not exactly known for municipal work.

The city, which filed the largest-ever U.S. municipal bankruptcy on Thursday, tapped high-priced lawyers from Jones Day, financial advisers from Ernst & Young and restructuring consultants from Conway MacKenzie, court papers show.

For creditors and related parties, there is clearly a lot at stake. That means bondholders, insurers, retirees and others are sure to be accompanied in court by platoons of lawyers.

Detroit owes more than $8 billion in bond debt, and the insurers likely on the hook for those costs have already retained big-name law firms to take their cases.

Federal Guaranty Insurance Co tapped Weil Gotshal & Manges, according to a source close to the matter, who declined to be named because the information was not public as of Saturday. An attorney for Weil declined to comment.

David Dubrow, a lawyer at Arent Fox, confirmed on Saturday that he has been tapped by Ambac Financial Group.

And, according to the court's electronic docket, Syncora hired Kirkland & Ellis, known for its corporate bankruptcy work, while Assured Guaranty retained Winston & Strawn, and National Public Finance Guarantee Corp hired Sidley Austin.

Bond insurers will play a key role in Detroit's case. While a portion of the city's $1.13 billion in general obligation bonds are secured by city assets, about $651 million of it is secured only by the ability to raise taxes. The city's emergency manager, Kevyn Orr, has said he will treat that portion of the debt as an unsecured claim.

That classification, which has been largely untested in federal courts, is likely to be hotly contested and possibly litigated by bondholders or their insurers.

Detroit also owes $5.7 billion in unfunded healthcare and other benefits to retirees, and has asked the judge to form a committee to look out for their interests. The Department of Justice may also appoint a committee of unsecured creditors in the case. Both moves would mean opportunities for professional advisers. Continued...

The city needs to negotiate new labor deals with unions, and its pension funds are underfunded by $3.5 billion, providing yet more opportunities for attorneys to advise creditors.

Chapter 9, the section of the bankruptcy code that governs municipal bankruptcies, is attractive for advisers, provided there is money to pay them. Unlike in Chapter 11, where billing is subject to court and regulatory review, Chapter 9 allows bills to stay between the adviser and its client.

In corporate restructurings, creditors, judges and the Justice Department pore over fees line by line, and can raise objections to unnecessary or overpriced items. Over the past few years, the Justice Department has ramped up its policing of high fees and has required bankruptcy lawyers to disclose more.

In municipal bankruptcies, fees could be subject to disclosure under the Freedom of Information Act, but they do not need to be reported publicly in court.

"You're used to being in a world where you have to explain yourself, and suddenly you don't anymore," said a bankruptcy lawyer, who asked not to be named.

The catch is that, unlike in corporate bankruptcies, there is no mechanism under Chapter 9 to make the bankrupt entity pay certain creditors' fees. And corporate bankruptcies are generally more lucrative for advisers because there is often more money to go around.

But with $18.5 billion in debt, Detroit is an outlier among municipal bankruptcies, where advisers see the potential for high fees without the hassle of having to justify them in court.

A NEW FRONTIER

In the past, only a small handful of professionals were known for having expertise in municipal restructuring. But a recent slew of Chapter 9 filings has yielded many new faces, and Detroit's bankruptcy will only continue that trend.

"Every time a case gets bigger, there are new players," said Richard Levin, a partner at Cravath Swaine & Moore who is representing the Detroit Institute of Arts in the restructuring. Continued...

Chapter 9 filings are rare, with only about 650 cases filed in the 75 years to 2012, mostly involving small municipal entities like sewer districts. But, the last three years have seen filings by the city of Harrisburg, Pennsylvania, Jefferson County, Alabama and the California cities of Stockton and San Bernardino.

And a concurrent lull in corporate bankruptcies has put strain on big restructuring firms like Weil Gotshal, which last month laid off 170 associates and support staff, driving professionals toward municipal work.

"Chapter 9 is not something I started out doing," said George South, a partner at DLA Piper who has become well-versed in the arena, representing creditor groups in the bankruptcies of both Harrisburg and Jefferson County.

PLENTY OF CONSTITUENCIES

In addition to general obligation bonds, Detroit owes nearly $6 billion in revenue bonds and $1.43 billion in pension certificates. Even though the bond insurers are likely to be the ones on the hook, the bondholders themselves will also "lawyer up."

Subsets of the holders may even band together to form committees if they feel a united front would better serve their interests, providing yet another potential path for advisers.

A number of other large law firms, including Brown Rudnick, Orrick Herrington & Sutcliffe and DLA Piper, are involved in the case or looking for ways in, according to people familiar with the matter.

Even if advisers lose out on big-money clients, Detroit's restructuring calls for a slew of projects and transactions that will require their own armies of professionals.

"There's all kinds of consulting opportunities," said Levin, whose client, the Detroit Institute of Arts museum, is at the center of a dispute over whether the city can sell the museum's art collection.

Orr, the emergency manager, has outlined in court papers his plans to create a new water and sewer management authority, transfer Detroit's Belle Isle Park to the state of Michigan, and restructure Coleman A. Young airport, which has not serviced commercial jets in 13 years but which the city must maintain to keep some federal subsidies. Continued...

Each of those moves will require lawyers, consultants and financial advisers to strategize the most cost-efficient execution, said Kenneth Klee, a Chapter 9 expert and bankruptcy lawyer at Klee Tuchin Bogdanoff & Stern.

"Chapter Nines require complete expertise in the area of municipal finance," Klee said. "If you only have bankruptcy expertise, that's not enough."

Eventually, hedge funds and other investment vehicles could find ways into the case, as Orr has stressed the importance of new investment, particularly with respect to the proposed new water and sewer authority, which could finance its operations with new bond issuance.

The case could be a boon for smaller law firms, too.

While large, corporate creditors are apt to tap similarly colossal law firms with whom they have preexisting relationships, smaller or locally-based stakeholders may opt to hire attorneys native to Detroit.

"There are a lot of talented lawyers in Detroit," Levin said. "I would think pensions and unions, for example, might opt for those guys."

Russian opposition leader returns to Moscow

MOSCOW (AP) ? Hundreds of supporters greeted the charismatic Russian opposition leader Alexei Navalny as he returned to Moscow on Saturday after his surprise release from jail and vowed to push forward with his campaign to become mayor of the Russian capital.

Navalny was convicted of theft and sentenced to five years in prison on Thursday in the city of Kirov, in what many considered a politically motivated case aimed at silencing a fierce Kremlin critic.

Less than 24 hours after his conviction for embezzling 16 million rubles ($500,000) worth of timber from a state-owned company in 2009, prosecutors unexpectedly asked for his release, saying that keeping him behind bars during the appeals process would deprive him of his right to run for office.

A day before the conviction, Navalny was registered as a candidate for the Sept. 8 mayoral election.

Hundreds of police blocked Navalny supporters from the platform of the Moscow railway station where his overnight train from Kirov arrived at the capital's Yaroslavsky station.

Through a bullhorn, he addressed backers who were behind the police lines and on nearby station platforms, thanking those who turned out for a large demonstration near the Kremlin protesting his sentence on Thursday, which he credited as key in securing his release.

"I realize that if it wasn't for you I wouldn't be standing here for the next five years. You have destroyed a key privilege that the Kremlin has been trying to keep ? that it is their alleged right to say to any person 'arrest him on the spot'," said Navalny, who claims that the case against him was concocted for political reasons.

Navalny is one of the most visible and charismatic leaders of the opposition to President Vladimir Putin and the governing United Russia party. His description of United Russia as the "party of crooks and thieves" has become a signature phrase of the opposition.

Immediately after his release, Navalny said he hadn't decided whether to continue his mayoral campaign.

But on Saturday he declared "we are going to run in this election and we will win."

His supporters shouted "We are the power."

The surprising about-face involving Navalny highlights an open rift between factions in Putin's government that could be as unsettling for the leadership as any opposition figure, experts say.

Analysts saw Navalny's sudden release as likely reflecting arguments within the Kremlin about how to respond to his popularity. He has earned a wide following among his urban middle-class supporters, even if he has little influence among everyday Russians.

They also saw the move as an attempt to lend legitimacy to the Sept. 8 mayoral vote widely expected to be won by a Kremlin-backed incumbent who resigned last month, forcing a snap election that would make challengers scramble to organize their campaigns.

An opinion survey in early July by the independent Levada polling center showed Navalny attracting only about 8-percent support among likely voters in the mayoral election. It was unclear if the events of the past week would boost his support.
